Housing First Programs are a group of three separate smaller programs that provide housing assistance but with supportive case-management for the participants of the programs.

Single Room Occupancy Vouchers (SROs) LHA administers eight SRO vouchers for single individual clients living at Inn Between I. The Inn Between staff provides the case management and the LHA supports the housing costs. This partnership has been in place since 1995. The SROs are annually funded by HUD.

Tenant-Based Rental Assistance Coupons Program (TBRA) The TBRA program has maintained housing assistance for 26 family households in 2007 including case management provided by the LHA Family Resource Coordinator. The common goals of the program and its participants have been to maintain a families’ ability to seek and access resources within the community as needs arise. For many families, short term goals include simply staying afloat. Their housing assistance enables this fragile stability. The average monthly TBRA assistance payment was $787. The average annual household income of the TBRA households was $9,159. Originally funded with grant from the Colorado Division of Housing and the City of Longmont in 2005, the program ended in 2008. The TBRA clients transitioned to the HCV program in 2008.

Briarwood Apartments Attached to the LHA Offices at 1228 Main Street are 10 studio apartments that were once part of the Briarwood Motel. The LHA responded to a need for such units expressed by nonprofit agencies and placed the ten apartments in service in September. LHA master-leased the units to nonprofit agencies that have placed their clients in the apartments. The 10 units quickly filled and are leased by the OUR Center, Project HOPE, Integrated Treatment Court, Boulder County Mental Health, and the Boulder Shelter/Boulder Housing Partners. The nonprofits provide the supportive case management. The Briarwood Building was funded by the City of Longmont, State Division of Housing, Centennial Bank of the West, FirstBank of Longmont, Mile High Housing Fund, Governor’s Energy Office and Platte River Power Authority.
